I saw another topic on this but was looking for the specifics and couldn\\\’t seem to find it. I checked google maps and it seemed that a road named Route 292 was how you would get from Kusatsu to Nagano, however it would be closed during the winter. I will be heading there on March 26th. Would the road be opened by then? And even if there is no public transport, would it be possible to call a taxi to see if they could take us across?
The Shiga-Kusatsu road, route 292, is closed during winter usually between mid-November and mid-April. This year it was closed on November 15th and will reopen on April 20th, 2018. There is normally a set of buses that run between Yudanaka, Kusatsu, and Mt. Shirane while the route is open.

@blair Thanks for your answer, are there any alternative routes to get there while that road is closed? I see a couple of other possible route using google maps, such as maybe route 466, or are the other mountainous roads closed off as well?
The best way to drive to Kusatsu during winter is through Karuizawa. See this forum question about driving to Kusatsu for driving directions from Yudanaka.
